2 The basics of IT-CMFTM books
This management framework, introduced in 2008, helps key
decision makers manage necessary information technology
(IT) capabilities to improve competitive performance of the
organization. IT-CMF is a management toolset; consisting
of maturity profiles, assessment methods, and improvement
roadmaps; which collectively mature organizational capabilities
to enable value and innovation.

3 IT-CMFTM books summary
IT-CMF defines organizational IT capability as the systematic
mobilization (i.e. integrate, reconfi gure, gain and release) of IT
resources (i.e. tangible and intangible) in support of targeted
outcomes. It is a bridge between the organization’s business
strategy and its business operations. A core function of the IT-
CMF is to continuously improve IT organizational capabilities
in support of value and innovation across the organization. The
framework assists with:
• Identifying gaps in capabilities that are limiting IT
performance; and consequently delivery of value and
• Standardized organizational assessment tools to objectively
evaluate organizational maturity
• Implementing systematic improvements in IT performance
and measuring benefi ts over time

At the top level, IT-CMF’s critical capabilities (CCs) represent
key IT management domains (Figure 1) that should be
considered when targeting outcomes in support of value creation.
Critical capabilities are grouped under four macro-capabilities,
which mutually support each other to holistically manage
organizational capability improvement.

IT-CMF’s critical capabilities

Each critical capability of the IT-CMF comprises the following:
• Organizational Maturity Profiles: A five-level maturity
detailing increasing capability sophistication. Figure
2 outlines the general maturity philosophy, which is
personalized to each critical capability of the IT-CMF
• Assessment Instruments: To determine an organization’s
current and desired maturity on IT capabilities; in addition to
identifying strengths and weaknesses
• Practices, Outcomes and Metrics (POMs): Proven practices,
categorized by maturity level, for building capability
improvement roadmaps

IT-CMF’s generic maturity profile

IT-CMF’s critical capabilities – akin to a periodic table of
elements – offer options for organizations to pick n’ mix critical
capabilities to target specific business and IT challenges. In a
sense, IT-CMF acts as a design pattern for CIOs to respond
to persistent challenges, providing general and reusable
organizational solutions to commonly recurring challenges.

IT-CMF is a toolkit for identifying IT capabilities constraining
value enablement, systematically building improvement
roadmaps, and measuring such improvements.

4 Target audience of IT-CMFTM books
IT-CMF is for decision-makers seeking a holistic management
approach covering the landscape of management domains
necessary for IT to enable value and innovation. IT-CMF
is designed as a meta-framework, providing a unifying and
holistic lens to assist decision-makers manage the improvement
of organizational capabilities. The framework observes the 
organization in terms of capabilities, providing objective
assessment tools and improvement roadmaps.

5 IT-CMFTM books scope and constraints
IT-CMF improves organizational maturity, enabling IT to
support increased levels of value and innovation across the entire

• IT-CMF is orchestrated by a not-for-profit research institute
– Innovation Value Institute – which hosts an international
consortium comprising of industry, academia, and national
government members, who collaborate extensively on
IT-CMF’s development and maintenance
• The framework is industry/sector agnostic and vendor-
independent, allowing it to be applied to any organization and
offering benchmarking within or across industries/sectors
• The rigor of IT-CMF is controlled by the Design Science
Research methodology, synthesizing leading academic
research with expert industry experience
• Certification programmes based on IT-CMF are available
internationally, equipping personnel with appropriate skills in
applying the framework

• The framework needs to be adopted at a senior management
level, not just at the front-line staff/practitioner level, to
realize value and innovation
• The framework delivers value through change. Failure to
commit to the required organizational change may result in
lower than expected outcomes
• Targeting incorrect critical capabilities due to flawed selection
methodology. Correct selection requires appreciation of the
framework’s breadth and the cross-connections amongst its
critical capabilities
• Aiming for an IT capability maturity level beyond the needs
of the organization. A blended view across an organization’s
business strategy, IT posture and industry context will help
determine appropriate maturity levels
• IT-CMF is a relatively new framework; consequently a
supporting ecosystem is currently emerging, albeit expanding
